A secret report distributed by the Missouri Information Analysis Center lists Ron Paul supporters, libertarians, people who display bumper stickers, people who own gold, or even people who fly a U.S. flag and equates them with radical race hate groups and terrorists. This is merely the latest example in an alarming trend which confirms that law enforcement across the country is being trained that American citizens are a dangerous enemy.

A copy of the MIAC report was sent to us by two Missouri police officers who were concerned by its content.

Perhaps due to the outlandish and shocking nature of the document, some people are still having difficulty believing it is real. Unfortunately, we have confirmed that it’s 100 per cent genuine. We spoke with Capt Hull at the Missouri State Highway Patrol who told us that the MIAC Strategic Report is a part “normal operation for officers” to receive these periodic reports for “safety purposes and to track trends or changes”. Hull added that the report was for the purposes of training their officers.

Anyone still in doubt as to the veracity of the document can call the MIAC toll free at 866-362-6422 and confirm it for themselves.

We also spoke to Lt. John Hotz who, along with Capt Hull, declined to appear on The Alex Jones Show to talk about the document, but had no qualms about admitting that it was genuine and had been handed out to Missouri police officers.

Secret Report Targets Americans

Police  Told Which Political Beliefs to Consider “Dangerous”

Lancaster, PA, (March 16, 2009) A secret police report targets millions of Americans as potential “domestic terrorists” if they support the Constitution, oppose unlawful taxation, supported 2008 presidential candidates Republican Ron Paul, Libertarian Bob Barr or Constitution Party candidate Chuck Baldwin (Seen here on Lou Dobbs program ), or if they are opposed to abortion, are against unconstitutional gun control, if they display pro-Constitution bumper stickers or own copies of certain books and documentaries.

The report is part of an ongoing attempt by a number of organizations (http://www.splcenter.org/intel/intelreport/intrep.jsp) and movements to characterize law-abiding citizens as “white supremacists”, members of “hate groups” or, more recently as “terrorists”.

The report was generated by the Missouri Information Analysis Center

The Center is described as “the mechanism to collect incident reports of suspicious activities to be evaluated and analyzed in an effort to identify potential trends or patterns of terrorist or criminal operations within the state of Missouri.  MIAC will also function as a vehicle for two-way c ommunication between federal, state and local law enforcement community within our region.”

The secret report, distributed to Missouri law enforcement, lists as dangerous legitimate organizations including those who follow a Constitutionally-based ideology in regard to states’ rights, firearm ownership, free speech and sanctity of life.

The Constitution Party, the fastest- growing third party, subscribes to the Constitutionally- based, limited role of the federal government and calls on members of all political ideologies to voice strong opposition to smear campaigns that demonize Americans because of their political beliefs.

The Constitution Party made numerous calls to MIAC and was told an “officer” would respond to questions regarding this report.

 No one at MIAC returned our calls.

The MIAC report states “rightwing” militia movements “ continuously exploit world events in order to increase participation in their movements. Due to the current economical and political situation, a lush environment for militia activity has been created.”

The terms “ constitutionalist” and “white supremacist” are often used interchangeably.

Page 7 of the report warns law enforcement that “militia members most commonly associate with 3rd party political groups. It is not uncommon for militia members to display Constitutional Party, Campaign for Liberty or Libertarian material. These members are usually supporters of former presidential candidate: Ron Paul Chuck Baldwin and Bob Barr.”

Issues of concern to those listed by MIAC as reason for law enforcement to label them “terrorists” include: Opposition to illegal immigration, implementation of RFID (radio frequency identification) and the planned merger of the US, Canada and Mexico (North American Union). The so- c alled “militia movement” c ontains people who own copies of the late Aaron Russo’s anti-tax documentary America: Freedom to Fascism.

Members of a so- c alled “patriot movement” are described as being “dangerous” to police in a section of the report titled “You Are the Enemy” which states:

“The militia subscribes to an anti-government and NWO mindset, which creates a threat to law enforcement officers. They view the military, National Guard, and law enforcement as a force that will confiscate their firearms and place them in FEMA concentration camps.”
 
The MIAC report distributed to Missouri law enforcement is  a more virulent version of a similar report compiled by the FBI in Phoenix, AZ during the Clinton administration (see page one and page two of the document). The Phoenix FBI document calls “defenders” of the Constitution “right-wing extremists.”

Constitution Party 2008 presidential and vice presidential candidates Chuck Baldwin and Darrell Castle, along with CP National Chairman Jim Clymer, are available to discuss this disturbing report and the severe limitations it seeks to impose on free speech.

Tell Him Political Profiling Is Wrong! Please contact MO. Governor Jay Nixon and let him know political profiling like that found in the MIAC report is un-American, that his resolve to continue smearing law-abiding citizens is intolerable and that you will not be visiting his state for fear of being considered a "domestic terrorist" because of your beliefs.

The uproar that ensued as a result of our original story about a document issued by the Missouri Information Analysis Center which smeared third party supporters as potential domestic terrorists has forced the Missouri Department of Public Safety to issue an apology to Ron Paul, Chuck Baldwin and Bob Barr. However, references to people who are anti-abortion, anti-gun control, knowledgeable about the Constitution and even those who simply display political bumper stickers will remain.

As we revealed in our exclusive report two weeks ago, a leaked secret report distributed by the federal Missouri Information Analysis Center lists Ron Paul supporters, libertarians, people who display bumper stickers, people who own gold, or even people who fly a U.S. flag and equates them with radical race hate groups and terrorists.

The MIAC report specifically describes supporters of presidential candidates Ron Paul, Chuck Baldwin, and Bob Barr as “militia” influenced terrorists and instructs the Missouri police to be on the lookout for supporters displaying bumper stickers and other paraphernalia associated with the Constitutional, Campaign for Liberty, and Libertarian parties.

The MIAC report (PDF) does not concentrate on Muslim terrorists, but rather on the so-called “militia movement” and conflates it with supporters of Ron Paul, Chuck Baldwin, Bob Barr, the so-called patriot movement and other political activist organizations opposed to the North American Union and the New World Order.

Even after an uproar ensued as a result of widespread media coverage of the report, Missouri Governor Jay Nixon had the temerity to stand behind the document despite its blatantly erroneous content and blasé defamation.

However, days after Paul, Baldwin and Barr signed a joint letter demanding that references to themselves and their affiliated political groups be removed from the report, along with a hint of legal action if this didn’t occur, the Missouri Department of Public Safety has issued a formal apology.

“Portions of that report may be easily construed by readers as offensive to supporters of certain political candidates or to those candidates themselves,” Department of Public Safety Director John Britt wrote in his apology letter (PDF) to Paul, Barr and Baldwin. “I regret that those comments were ultimately included in the final report issued by the MIAC.”

“Unfortunately, in the course of preparing this report, some regrettable information was included in the report on militia groups in Missouri,” Britt wrote. “While the intent of the report was only to identify certain traits that are sometimes shared by members of militia organizations, this report is too easily misinterpreted as suggesting that militia members may be identified by no other indicator than support for a particular candidate or political organization.”

“I have ordered that the offending report be edited to excise all reference to Ron Paul, Bob Barr or Chuck Baldwin,” the letter concludes, without a promise to retract the report altogether, much to the chagrin of the multitude of other banal groups demonized as potential domestic terrorists.

Missourians United For Life, an anti-abortion group, has filed a complaint with the American Civil Liberties Union against Governor Nixon following his public support of the document.

“What Governor Nixon is telling Missourians is if you disagree with him on the issue of life or display a pro-life bumper sticker or wear a pro-life pin, you may subjected to action by state law enforcement or your personal information might be sent to a law enforcement analysis center,” said Ed Martin, President of Missourians United for Life. “This is a clear violation of Missourians civil rights. The only intent of such a report by Nixon’s Administration is to harass and intimidate the governor’s perceived political enemies and chill speech and open debate by those who disagree with Jay Nixon on public policy.”

State Rep. Shane Schoeller of Willard added his criticism to the furore, stating, “I don’t want to evolve into a society where people are watched just because they’re out participating in some freedom of speech activity.”

The fact that the bulk of the report, which equates pro-life groups, political activists and people knowledgeable about the Constitution with domestic terrorists like Timothy McVeigh and Eric Rudolph, will not be redacted, proves that the battle is not over.

Outrage over the wholesale defamation of some of the most patriotic and informed groups of American citizens and attempts to educate police that they should be treated as an “enemy” should not subside just because the state has issued a meek apology to Paul, Barr and Baldwin alone.

The entire report needs to be repudiated in order to create a precedent that educating police with this kind of garbage is an insult to the very oath that they swore by in the first place.

Do you like Ron Paul or oppose abortion? You may be a member of a militia, according to a new report by a government information collection agency.

If you're an anti-abortion activist, or if you display political paraphernalia supporting a third-party candidate or a certain Republican member of Congress, if you possess subversive literature, you very well might be a member of a domestic paramilitary group.
That's according to "The Modern Militia Movement," a report by the Missouri Information Analysis Center (MIAC), a government collective that identifies the warning signs of potential domestic terrorists for law enforcement communities.
"Due to the current economical and political situation, a lush environment for militia activity has been created," the Feb. 20 report reads. "Unemployment rates are high, as well as costs of living expenses. Additionally, President Elect Barrack [sic] Obama is seen as tight on gun control and many extremists fear that he will enact firearms confiscations."
MIAC is one of 58 so-called "fusion centers" nationwide that were created by the Department of Homeland Security, in part, to collect local intelligence that authorities can use to combat terrorism and related criminal activities. More than $254 million from fiscal years 2004-2007 went to state and local governments to support the fusion centers, according to the DHS Web site.
During a press conference last week in Kansas City, Mo., DHS Secretary Janet Napolitano called fusion centers the "centerpiece of state, local, federal intelligence-sharing" in the future.
"Let us not forget the reason we are here, the reason we have the Department of Homeland Security and the reason we now have fusion centers, which is a relatively new concept, is because we did not have the capacity as a country to connect the dots on isolated bits of intelligence prior to 9/11," Napolitano said, according to a DHS transcript.
"That's why we started this.... Now we know that it's not just the 9/11-type incidents but many, many other types of incidents that we can benefit from having fusion centers that share information and product and analysis upwards and horizontally."
But some say the fusion centers are going too far in whom they identify as potential threats to American security.
People who supported former third-party presidential candidates like Texas Rep. Ron Paul, Chuck Baldwin and former Georgia Rep. Bob Barr are cited in the report, in addition to anti-abortion activists and conspiracy theorists who believe the United States, Mexico and Canada will someday form a North American Union.
"Militia members most commonly associate with 3rd party political groups," the report reads. "It is not uncommon for militia members to display Constitutional Party, Campaign for Liberty or Libertarian material."
Other potential signals of militia involvement, according to the report, are possession of the Gagsden "Don't Tread on Me" flag or the widely available anti-income tax film "America: Freedom to Fascism."
Barr, the 2008 Libertarian Party presidential nominee, told FOXNews.com that he's taking steps to get his name removed from the report, which he said could actually "dilute the effectiveness" of law enforcement agencies.
"It can subject people to unwarranted and inappropriate monitoring by the government," he said. "If I were the governor of Missouri, I'd be concerned that law enforcement agencies are wasting their time and effort on such nonsense."
Barr said his office has received "several dozen" complaints related to the report.
Mary Starrett, communications director for the Constitution Party, said Baldwin, the party's 2008 presidential candidate, was "outraged" that his name was included in the report.
"We were so astounded by it we couldn't believe it was real," Starrett told FOXNews.com. "It's painting such a large number of people with a broad brush in a dangerous light."
Michael German, national security policy counsel for the American Civil Liberties Union, said the report "crosses the line" and shows a disregard for civil liberties.
"It seems to implicate people who are engaging in First Amendment protected activities and suggest that something as innocuous as supporting a political candidate for office would mean that you're harboring some ill-intent," German told FOXNews.com. "It's completely inappropriate."
German, who claims the number of fusion centers nationwide is closer to 70, said the centers present several troubling concerns, including their excessive secrecy, ambiguous lines of authority, the use of data mining and military participation.
"No two are alike," German said. "And these things are expanding rapidly."
But MIAC officials defended their report, saying it's not a basis for officers to take enforcement action.
"These reports sometimes mention groups or individuals who are not the subject of the document, but may be relevant to describing tendencies or trends concerning the subject of the document," MIAC said in a statement.
"For example, a criminal group may use a particular wire service to transfer funds, but the mention of that wire service does not imply that it is part of that group, or a criminal enterprise.
Nor does it imply that all individuals who use that service are engaged in criminal activity."
The statement continues, "We are concerned about the mischaracterizations of a document following its recent unauthorized release and we regret that any citizens were unintentionally offended by the content of the document."
Donny Ferguson, a spokesman for the Libertarian Party, said he was concerned by the report's "poor choice of words," among other things.
"Unfortunately it is so broadly worded it could be interpreted as saying millions of peaceful, law-abiding Americans are involved in dangerous activities. These mistakes happen and we hope Missouri officials will correct the report," Ferguson wrote in an e-mail. "The Libertarian Party promotes the common-sense policies of fiscal responsibility and social tolerance. We are the only party in America who makes opposition to initiating violence a condition of membership."
Bob McCarty, a St. Louis resident who blogged about the MIAC report, said he's afraid he may be targeted, since he's previously sold Ron Paul-related merchandise.
"[The report] described me, so maybe I need to get a gun and build a shack out in the woods," McCarty said facetiously. "It's certainly an attempt to stifle political thought, especially in Missouri. It definitely makes me pause, if nothing else. Maybe Missouri is just a test bed for squelching political thought."
ACLU officials blasted a Texas fusion center last month for distributing a "Prevention Awareness Bulletin" that called on law enforcement officers to report activities of local lobbying groups, Muslim civil rights organizations and anti-war protest groups.

JEFFERSON CITY — In response to a controversial report profiling political beliefs of militia members, the Missouri House of Representatives has barred the Department of Public Safety from spending any "state or federal funds for political profiling."

On a voice vote, the Republican-controlled House adopted an amendment to the budget bill for Department of Public Safety, forbidding that state agency from funding reports like the Missouri Information Analysis Center's recent Feb. 20 "modern militia movement" report.

The Department of Public Safety has apologized for the militia report, which links fundamentalist Christians, strict followers of the U.S. Constitution and people who oppose taxes, abortion and illegal immigration as possible members of militias.

Earlier today, the Missouri State Highway Patrol retracted the militia report and admitted errors in the way the report was distributed without getting reviewed by top state officials, including DPS Director John Britt.

Rep. Jim Guest, R-King City, introduced the amendment.

Rep. Shane Schoeller, R-Willard, spoke on the House floor in favor the amendment. The northern Greene County representative said he's field numerous calls from constituents in the past week who are outraged by the report and its generalizations.

Schoeller compared the report's profiling of conservative political thought to the tyranny the nation's Founding Fathers fought against.

The authors of the MIAC militia report remain unknown.

“It is our job to hold them accountable,” Schoeller said. "We must be strong, we must take a stand today and we must stand up for the people because that was what we were sent here to do."

The amendment passed on a partisan voice vote, with Republicans voting "yes" and Democrats in the chamber voting "no."

Missouri patrol names new leader for information center under fire for militia report

JEFFERSON CITY | The Missouri State Highway Patrol on Monday replaced the director of an intelligence center which has been under fire after producing a report suggesting militia members often support certain political candidates.

The patrol's superintendent, Col. James Keathley, announced the personnel change at a Senate Appropriations Committee hearing after more than a month of angry complaints from conservatives. The change came less than a week after Keathley was questioned by the same panel of lawmakers about the information center and its modern-militia report.

Lt. David A. Hall, who first joined the patrol in 1993, now takes over the Missouri Information Analysis Center. Hall rose through the ranks in the patrol's Drug and Crime Control Division in northeast Missouri and transferred to Jefferson City-based Troop F in 2007.

Besides the new director, Keathley said the information center also will report to a member of the superintendent's staff.

"I don't see us releasing another strategic report of this nature any time in the near future," he said. "Those are going to be scrutinized extremely heavily from this point forward."

The Missouri Information Analysis Center collects intelligence from state and federal agencies to combat terrorism and criminal activity. It was created under former Gov. Matt Blunt, and earlier this year, Gov. Jay Nixon helped lead a tour of the Jefferson City fusion center for U.S. Homeland Security Secretary Janet Napolitano.

The controversial report says that some militia members subscribe to militant anti-abortion or anti-illegal immigration movements. It also notes that members usually support presidential candidates such as Rep. Ron Paul, R-Texas; Libertarian Bob Barr; and Constitution Party member Chuck Baldwin.

Neither Keathley nor a Highway Patrol news release announcing the change in directors at the Missouri Information Analysis Center mentioned former director Van Godsey. Highway Patrol spokesman Lt. John Hotz said Monday that Godsey was transferred to another spot in the Division of Drug and Crime Control, but he had no further details.

Godsey is not a uniformed member of the patrol.

Nixon, a Democrat, last month blamed the report's contents on "overzealousness" while defending police intelligence-gathering and suggesting that the information center could see personnel changes. Nixon's comments came after Republican Lt. Gov. Peter Kinder called the militia report "political profiling" and demanded that disciplinary action be taken against Nixon's director of public safety.

Since then, House Republicans added to the state budget a prohibition on using state money for "political profiling." Senate Appropriations Committee Chairman Gary Nodler said Monday that he found some elements in the report detailing how historic flags can be used as militia symbols to be "inappropriate and offensive."

"It really is an affront to people who are patriots," said Nodler, R-Joplin.

Responding to a request by The Associated Press for other reports written by the Missouri Information and Analysis Center, the patrol on Monday released copies of the militia report and 10 others. The patrol redacted some portions of the reports and refused to provide copies of five others. Hotz said the withheld reports contain operational techniques and procedures.

The reports that were not provided deal with the New Black Panther Party, the National Socialist Movement, the Volksfront-White Supremacist group, illicit use of digital music players and anarchist tactics.

Those that were released contained historical background of various groups and movements.

A January 2009 report examining unorganized militias and modern "committees of safety" had a couple of apparently redacted sections under the heading of "Committees of Safety in Missouri."

The remaining paragraphs said "there is already an indication that extremism is alive and well within the Committees of Safety. Given the foul reputation the militia movement has with the general public, their leadership may use the Committee of Safety as a front."

Another report, about the Asatru-Odinism religion and its use by white supremacists, specifically warns that every practitioner is not a white supremacist. The July 2007 report states that knowing how the religious beliefs can be used to justify racism could help police understand white supremacists' mindset.

"Being an adherent to Asatru-Odinism does not in any way make a person more inclined to being a white supremacist. On the contrary, those who are affiliated in such a manner usually start as white supremacists and make the move to Germanic paganism based on those initial beliefs," the report states.
